The Competition Commission is pleased to announce the appointment of Mr Naimduth Bissessur and Me Vinesh Boodhoo as Commissioners, effective 27 July 2026.
The appointments were made by the President of the Republic of Mauritius, Mr. Dharambeer Gokhool, G.C.S.K., pursuant to Section 7 of the Competition Act, on the advice of the Prime Minister and after consultation with the Leader of the Opposition.
Mr Naimduth Bissessur is a seasoned public sector professional with over three decades of leadership experience in customs, taxation and regulatory administration. He has held several senior positions within the Mauritius Revenue Authority, including Director of Taxpayer Education & Communication, Assistant Director of Research, Policy & Planning, and Head of the Customs Investigation Unit.
On retiring from the MRA in 2015, Mr Bissessur has worked as an independent Consultant in Customs & Excise matters, advising Importers and Trading Companies on the operation of the WCO’s Harmonized Commodities Description and Coding System, and successfully defending them in their disputes over goods classification before the ARC/Revenue Tribunal.
Me. Vinesh Boodhoo is a Barrister-at-Law, called to the Bar of England & Wales at the Honourable Society of Lincoln’s Inn in 2010 and to the Mauritian Bar in 2016. He holds an LLB (Hons), an LLM in European and International Law, and a Postgraduate Diploma in the Bar Vocational Course, all emanating from leading institutions in the United Kingdom.
Following the successful completion of his Pupillage at Staple Inn Chambers in London, Me. Boodhoo practised for four years in the South-Eastern Circuit of England & Wales, appearing before the Magistrates’, Crown and Youth Courts. Since January 2017, he has been practising at the Mauritian Bar, where he advises and represents clients across a broad range of legal matters at all levels of the judicial system.
