The study, launched in February 2024, was prioritized given the strategic importance of our ports and given competitiveness concerns raised by stakeholders, including local operators and international agencies. The aim of the Port Market Study was to identify potential barriers to entry and expansion in the provision of the various port services by public and private operators. The scope of the study included the review of industry structure and regulatory arrangements at the port, compared to international best practices. The objective was to come up with better outcomes for customers in terms of prices, speed, and quality of handling of freight.

The study team, comprising international experts in the competition field and the Commission’s staff, had extensive consultation with the various stakeholders such as the regulators, port operators, port users, and trade unions.  The report contains several recommendations to bring more competition and efficiency in port operations.  These recommendations revolve around:

  • making the port regulator stronger.
  • improving transparency and good governance in allocation of port operation permits.
  • increasing productivity in relation to cargo handling by reviewing the operational model.
  • promoting competition for other ancillary services using concessionary service agreements.
